El SIIF, según el Ministerio del Medio Ambiente y la Vivienda, "es un sistema Integrado de Información Financiera, con la misión de proporcionar a las entidades ejecutoras del presupuesto nacional un sistema sostenible para el registro de la totalidad de su gestión financiera garantizando eficiencia, consistencia, seguridad y oportunidad en la disponibilidad de la información en el contenida y requerida por los usuarios que define el Ministerio de Hacienda".
El gobierno ha recibido gran cantidad de alabanzas por respaldar mecanismos de evaluación, como el Sigob (no los creó el gobierno, son consecuencia de la constitución del 91).
Se supone que sirven para que se manejen los dineros de forma expedita, pero resulta que el Congreso, en una de sus comisiones, está revisando por qué el gobierno tiene un atraso de 6 meses en el sistema y por qué lo abrió antes de tiempo.
Para la inmensa mayoría de la población un abuso como ese no representa mayor cosa. El dinero del estado apenas si se ve. El problema es que se diseñó para garantizar que los controles fueran expeditos; como no se podía modificar a mansalva, se podía decir que todo estaba bien administrado. Pero la misma comisión se pregunta por qué el 30% de los organismos del ejecutivo se están haciendo los locos con la información financiera.
Planeación Nacional, responsable del sistema, dice que los dineros no se tocaron y simplemente fue un error de unos funcionarios. ¡La bobadita!
Una de las pocas cosas buenas que le veía la desmesurada ambición de poder del gobierno era que, por lo menos, por primera vez había un control que se sentía por todas las ramas del gobierno. En sus consejos comunitarios el presidente le halaba las orejas hasta a los alcaldes y gobernadores. Ahora resulta que no. ¡Hasta eso era una ilusión! El mismo gobierno que quiere controlar hasta los dineros de las regiones da muestras de saltarse todos los controles para abrir un sistema que, se supone, es uno de los más avanzados de América Latina. Claro, el sistema funciona si los de arriba, que son los únicos que pueden abrirlo, se comportan de forma responsable. Y resulta que el gobierno ni se actualiza ni respeta las reglas del sistema. Justo ahora, cuando los dueños del capital internacional sienten que se les apretan los bolsillos, justo cuando cualquier indicio de corrupción se ve todavía peor y se exige que se respeten las normas y se las vuelva respetables.
¡No señor! ¡El SIIF no se toca! ¡¡Menos en una época de turbulencias financieras!!

For the vast majority of the population such an abuse does not represent something to worry about. The money from the state is hardly seen. The problem is that the system was designed to ensure that the controls were expedited, as it was not possible to modify it freely, one could say that everything was well managed. But the same commission wondered why the 30% of the agencies of the executive are making no work with financial information.
National Planning, responsible for the system, said that the money was not touched and was simply a mistake of some officials. Such a small failure!
One of the few good things that i saw with the present government inordinate ambition of power was that, at least for the first time, a general control would be felt by all branches of government. In his community councils the president scold to mayors and governors. Now it turns out that it is not that way. That it was also an illusion! The same government that wants to control the money of the regions tries to skip all the checks to open a system which supposedly is one of the most advanced in Latin America. Of course, the system works if the superior stages, the only ones those can open it, behave responsibly. And it turns out that the government nor updates or respects the rules of the system. They do it right now, when the owners of international capital feel pressure in their pockets, just when any sign of corruption is even worse and it is required respect for rules and to make them more respectful.
It's time to say:
No way, man! You can't touch the SIIF! Even less in time of financial turbulence!!!
